Experience:

39 years in state government 

35 years as a CPE Trainer and Public Speaker               
2 years in the private sector
2 years in public accounting with a  national firm

 

Responsibilities:

In June of 2012, I  retired after 39 years with the Office of the Comptroller of the Treasury of the State of Tennessee as the Director of the Division of Municipal Audit.  My responsibilities included the oversight of the financial audits of all local governments in Tennessee, with the exception of counties and their affiliated units, as well as conducting investigations related to fraud, waste, and abuse in local governments.  Since my retirement I am continuing with my development and presentation of continuing education programs for state CPA societies/associations, local governments, other professional associations, and private sector firms as well as offering consulting services and speaking at  local, state and national professional conferences.

Education:

Western Kentucky University, with a BS in Accounting, Class of 1969; 1986 Graduate of the Tennessee Government Executive Institute

  • 1989 and 1997 recipient of AGA’s National Education Award
  • 1996 Western Kentucky University Beta Alpha Psi Chapter's Distinguished Alumnus Award
  • 1998 ACFE's Distinguished Achievement Award
  • 2000-2001 Elected as a Member of the ACFE's Board of Regents
  • 2001 ACFE Fellow (One of only 12)
  • 2003 TSCPA’s fist ever Outstanding CPA in Government Award
  • 2004 ACFE’s Outstanding CFE in Government Award
  • 2005-2009 Appointed as a Charter Member of the Board of Directors of the ACFE Foundation
  • 2009 Recognized as a Friend of the Association by the Tennessee Association of Utility Districts (only two such awards have been presented in over 50 years)
  • 2010 ACFE's Speaker of the Year Award
  • 2010 AGA Nashville Chapter's - Government Accountability Award
  • 2011 American Society of Public Administrators Nashville Chapter's -   Lifetime Achievement Award

Activities:

For the last several years I have developed and/or conducted training programs in all fifty states, Puerto Rico, Guam, Canada, Mexico and Europe; Former 16 year member of the ACFE's Faculty Board; Speaker at numerous local, state and national conferences, colleges, universities and professional organizations.

Publications:

I have authored articles related to the detection and prevention of fraud for several national publications.
